Announcement: Effective, Tuesday, August 1, 2017, City Hall hours are changing to 8:00 a.m. to 4 p.m.

The Finance Department provides financial and administrative services to other City departments, the Mayor, City Council, and the Public. It is best to think of the Finance Department as part of the infrastructure of City Government. Our primary purpose along with the Personnel and Legal departments is to support departments providing direct services to the City.

Services Provided: Financial management support services include cash collections and depository activities, the investment of all City funds, the handling of connection and disconnection requests for the utility departments, responding to customer inquiries, and the resolution of credit and collection problems. Accounting support services include general ledger maintenance, accounts receivable, accounts payable, payroll and financial records keeping, reporting and analysis. Accounting personnel also maintain perpetual inventory records for all city owned fixed assets.

The Financial Services department also has key responsibility in generating the Preliminary and Final City budget, and in preparing the Annual Financial Report for the City. Other financial related reports are issued for management decision making and for external reporting purposes.

Public Records Request

If you are interested in requesting a Public Record, please fill out the form from the link below. If you have a police request, please return the form to the Police Department via email at police@cosmopoliswa.gov or in person at 111 D Street, Cosmopolis, WA 98537. For court requests, please return the form to Tracy Dugas via email at court@cosmopoliswa.gov. All other requests should be returned to the Cosmopolis City Hall at 1300 First Street, Cosmopolis, WA 98537. Emailed requests may be sent to Julie Pope at jpope@cosmopoliswa.gov. Accounts Payable

Accounts payable is responsible for auditing and processing all invoices, statements, and other payments related to the conduct of City business for all City departments.

Utility Accounts

Utility accounting provides all accounting services to the City’s water and sanitary sewer utilities. They are responsible for pricing and invoicing service installations and repairs, maintaining the BARS accounting system for each utility, balancing financial records.

Business Licensing

Business licensing is responsible for the licensing of all businesses conducting businesses within the City of Cosmopolis. They are also responsible for collection of business license fees and business and occupation taxes, statements, and preparing tax reports.

Utility Billing

The utility billing program provides billing and customer services for the City’s water and sanitary sewer. This includes the monitoring of water meters, maintaining all customer accounts, providing cashiering and various other customer services such as answering questions, arranging for payment agreements and responding to customer concerns and complaints.

Animal Licenses

Animal licensing is required for dogs and cats in the City of Cosmopolis. These licenses are sold and maintained at City Hall.

Payroll Services

Payroll services is primarily responsible for preparing and processing the monthly payroll for all departments of the City. This program is also responsible for providing employees with accurate payroll information, including new employee enrollment, assisting departments in complying with City, State and Federal payroll regulations, auditing time-keeping records for accuracy and control.
